Overzicht

Activities related to the decommissioning of nuclear installations differ significantly from those performed during the operational period. The various actors (managers, technicians, health physicists, regulatory bodies, etc.) are faced with specific issues such as changing environments, numerous “one shot” operations, the production of huge amounts of waste, discrepancies between original design and the final layout of the facility, etc. The regulatory requirements and associated licensing procedure demand a good preparation for the dismantling strategy, safety assessment, risk management and environmental impact assessment. With the many questions emerging when a decommissioning project has to be set up, stakeholder involvement is of utmost importance.

The main objective of this training course is to provide the participants with the basic requirements regarding the decommissioning licensing and environmental impact assessment of a decommissioning project and to share experience from ongoing projects.

This course frames within the European ELINDER project (European Learning Initiatives for Nuclear decommissioning and Environmental Remediation).

This training course contains the following modules:

  • Legal and regulatory framework 
  • Strategies of decommissioning in the EU
  • Development of a safety case, licensing and interaction with safety authorities
  • Practical case: preparation of a safety assessment
  • Global risk management: radiological risks
  • Global risk management: industrial risks
  • Safety tools
  • Environmental impact assessment
  • Case studies (research reactor, MOX fuel fabrication plant)

A technical visit to the BR3 reactor facility (currently in the process of decommissioning) is included in the training course.

Doelpubliek

This training course is aimed at regulators, plant managers and operators, health physicists, and project leaders from technical support organizations (already involved in decommissioning operations or planning such operations in the coming months or years).

Voorkennis

Educational level
The minimum required education level is EQF 7, corresponding to a Master Degree or equivalent according to the European Qualifications Framework.

Professional experience
At least one year of experience in decommissioning activities.

Prior technical and scientific knowledge
Good knowledge about nuclear technologies is advised.

Upon successful completion of the training course, participants will be able to:

In terms of knowledge

  • Understand the complexity and multi-disciplinary process of decommissioning (safety, interaction with safety authorities, regulatory requirements, licensing, risk management, etc.);
  • Describe the global risk management from an industrial and radiological point of view;
  • Give examples of available safety tools;
  • Grasp the specific characteristics of various decommissioning projects (pressurized water reactor, fuel production plant, etc.).

In terms of skills

  • Prepare a safety assessment case for a decommissioning project.

VAT on courses is 21%, VAT on accommodation is 6%. Accommodation @SCK•CEN Lakehouse from Sunday October 20 until Wednesday October 23, 2019 (breakfast included – 4 nights). In a double room you will share the room with a person of the same gender.

Cancellation requests must be sent by email to academy [at] sckcen [dot] be no later than September 27, 2019. No shows and cancellations after deadline will incur the full cost of registration.

The participant will receive a certificate of attendance after the training course.

SCK•CEN reserves the right to cancel a training course or event (e.g. in case of low number of registrations) without reimbursement of already made travel and accommodation arrangements.
