The main objectives are:
to develop methods to ascertain and improve the reliability
of new types of optical components and devices in communications
networks and systems;
to study network and component costs, environmental
conditions and installation procedures for equipment in transport,
metro, subscriber access networks and in in-house (local area)
networks are included;
to transfer the results and experience to standardization
bodies.
The activities include:
understanding the failure mechanisms of new types of
optical components and devices;
gathering information on their field behavior;
studying the effect of service environment;
improving life test methods, tests in series;
analyzing and developing lifetime estimation methods.
This work is conducted in co-operation with component and
system manufactures, research institutes and universities.
The action will also use results and achievements of earlier
reliability actions (COST 246, 218 etc.).

14 countries have signed the MoU (Memory
of Understanding). Experts from over 30 companies, universities
and research institutes are currently actively working for
the action.
The chairman of the Management Committee (MC) is
Dr. Hans G. Limberger,
IOA-EPFL, Switzerland.
The vice chairman is Mr.
Aleksandar Opacic, Huber-Suhner, Switzerland.
The secretary is Dr.
Francis Berghmans, SCK·CEN, Belgium.
The action has two working groups:
WG1 for networks and systems;
WG2 for components.
The working methods involve round-robin experiments,
life-tests and theoretical studies, short-term scientific
missions within the participating companies/labs, organisation
of workshops and study group meetings.
The results are published and distributed in workshop
proceedings, as conference presentations, as journal publications
and in meeting reports.

WG1-Reliability of optical networks and systems
including free space optical communications.
Chairperson: Prof. Lena Wosinska,
Royal Institute of Technology, Sweden.
Activities :
development of models to estimate survivability of
optical networks;
cost studies for different survivability strategies;
network optimization from reliability and cost point
of view;
definition of weak points in networks resulting from
component and system failures (output to WG2);
collection of reliability data for components from
suppliers (input from WG2).

WG2-Reliability of passive components, jumper cables,
fiber coatings etc. incl. high optical power effects.

Activities (structured in 3 study groups):
SG1: Reliability of connectors and patchcords;
SG2: Reliability of fibers;
SG3: Reliability of Bragg grating components;
high optical power effects on the former components.
